JOHN BEARD
CEO & Founder

John Beard is the CEO and Founder of the Association for Rural Health Professional Coding (ARHPC) which is a subsidiary of Universal Medical and Compliance (UMC). ARHPC is a membership and education firm experienced in working with state and federal organizations in addition to one-on-one with physicians and staff of various specialties, medical groups, hospitals, rural health, school-based, and federally qualified health centers.

John is the primary force behind how the ARHPC has become what it is today. He develops and manages educational partnerships with national and state rural health organizations, private and public health facilities, and state primary care associations as well as relationships with nationally-recognized vendors in order to provide lower cost solutions that can be afforded by America’s Safety Net Health System.

His focus is on developing educational support systems for clinical providers, coders/billers, facility management, IT, revenue cycle staff, quality management, and utilization review professionals in order to generate legally appropriate additional revenue through an investment in education, training, and professional credentialing.

His experience includes various roles supporting healthcare professionals including:

Facilitating state and federal educational partnerships including education related to auditing, medical coding, documentation guidelines, ICD-10, and mastering Medicare billing rules.

  • Developing nationally recognized rural coding and billing credentials.
  • Supervising, planning, evaluating. and performing consultations of medical records.
  • Teaching and coordinating policies and operational procedures for medical facilities.
  • Providing subject matter expertise of federal legislation as it pertains to Medicare reimbursement.
  • Representing providers during audits from Medicare and other third party carriers.
  • Developing documentation templates for clinical providers to ensure accurate and correct documentation.

John was raised near Biloxi MS, and now resides in metro-Atlanta, GA, with his family.

 

 

JOHN Burns
Vice president of Audit & compliance services

John Burns has worked in the healthcare business arena for more than 20 years. John focuses on correct coding, optimization of the revenue cycle and managing compliance risk for the healthcare business.  His current focus with the Association for Rural Health Professional Coding (ARHPC) centers on providing audit risk assessments and coding reviews for rural and community health centers across the United States.

 

He has served as a corporate compliance officer and a civilian volunteer to the US Department of Defense providing auditing services and specialized training and education to providers, coders, billers, administrators and IT professionals across the country.  He began his career with the Medical Management Institute in 1995 and then formed Modern Conventions in Compliance, Inc. where he served as President and CEO from 2004 to 2013. John then joined DoctorsManagement, LLC based in Knoxville, TN where he served as Senior Consultant until May 2016.

 

John now serves as President for JFB Consulting, LLC in upstate New York and the Vice President of Audit & Compliance Support Services for the ARHPC. John has been published in various medical journals and publications including Coding Alert, BC Advantage and Part B News to name a few.  John resides in Wilton, NY with his family and travels extensively while serving clients in all 50 states. Mr. Burns enthusiastically assists providers and staff to navigate through the endless rules and regulations that surround healthy revenue cycles and compliance in the medical businesses.

GARY LUCAS
Vice President of Education Operations

Gary Lucas, CPC, AHIMA ICD-10 Ambassador and serves as Vice President of Education Operations and provides strategic and tactical direction for the ARHPC.  Gary provides an unique perspective by having an extensive background in education & training in the healthcare industry over the last 20 years by providing over 1,300 nationwide seminars on medical records documentation for physician and outpatient-based medical centers dealing with professional coding, medical billing, Medicare compliance, and practice management in 46 states.

Since accepting his current position with the ARHPC, Gary has provided ICD-10 implementation training and eLearning administration for the ARHPC.  Gary is responsible for the design and development of several revenue cycle and healthcare education related IT products and services while still providing onsite professional training and project management services to the rural health, school-based, and federally qualified health center community.

Gary’s primary areas of expertise include:

  • physician and outpatient-based medical records documentation compliance,
  • professional coding and medical billing,
  • training curriculum strategy and planning,
  • healthcare revenue cycle compliance,
  • eLearning and Learning Management Systems design and management,
  • training clinical providers and their colleagues on medical records documentation guidelines

Starting in 2007, Gary spent 4 years with Booz Allen Hamilton providing IT consulting, organizational change, and training management services to federal government clients including the Centers for Disease Control and Prevention, Centers for Medicare and Medicaid Services, and the Veterans Health Administration, among others.   In 2004, Gary opened Discover Compliance Resources, Inc. and provided similar consulting services to pharmaceutical companies, medical device manufacturers, health care facilities, and the Department of Defense.

Gary holds a Masters of Science in Health Informatics from the University of Illinois – Chicago and a Bachelor of Business Administration from the University of Georgia. He currently resides in Decatur/Avondale Estates, GA and has 2 sons.

The industry experts that work with the ARHPC as instructors, trainers, and consultants hold just about every credential in the fields related to medical coding, professional billing, auditing, practice management and more!  Our Adjunct Faculty and Consulting Leads hold credentials from the American Health Information Management Association (AHIMA), National Alliance of Medical Auditing Specialists (NAMAS), American Academy of Professional Coders (AAPC), Professional Association of Health Care Office Management (PAHCOM), and more.

We have trusted colleagues through educational partnerships where the Executive Directors and Senior Management of national and state rural and federally qualified health centers help to validate the curriculum and testing parameters related to our Rural Health Coding and Billing Specialist (RH-CBS) and Community Health Coding and Billing Specialist (CH-CBS) credentials.  

We are pleased to provide references and facilitate discussions about expanding our various educational and vendor partnerships across the nation to every region served by rural and federally qualified health centers.
